Incentives can cut the price gap between a zero-emission truck and a diesel truck significantly, but the federal picture changed sharply in 2025. Here is what has ended, what remains, and how to find money for your fleet.
| Credit | What it covered | Status |
|---|---|---|
| Commercial Clean Vehicle Credit (IRC 45W) | Up to $40,000 per qualifying heavy-duty zero-emission vehicle. | Ended Not available for vehicles acquired after September 30, 2025. |
| Alternative Fuel Refueling Property Credit (IRC 30C) | A share of the cost of charging and hydrogen fueling equipment in eligible locations. | Ended Not available for property placed in service after June 30, 2026. |
| Federal Excise Tax (FET) | The 12% federal excise tax still applies to the retail price of new heavy trucks, including zero-emission trucks. | Still applies Because ZEV trucks cost more, FET adds more to their price. |
Both credits were ended by the federal budget reconciliation law signed in July 2025. If you placed a vehicle or charger in service before the cutoff, talk to your tax advisor about claiming it. See the IRS commercial clean vehicle credit page.
State programs are now the largest source of zero-emission truck funding. Most work as point-of-sale vouchers through participating dealers.
| State | Program | How it works | Status (Oct 2026) |
|---|---|---|---|
| California | HVIP (Clean Truck and Bus Voucher Incentive Project) | Point-of-sale vouchers through approved dealers; up to $120,000 base and $330,000 for small businesses on a Class 8 battery-electric truck. | Standard funding closed; public fleet and drayage open; reopening targeted by end of 2026 |
| New York | NYTVIP (New York Truck Voucher Incentive Program) | Vouchers for zero-emission trucks, non-road equipment and transit buses, administered by NYSERDA. | Class 3–8 ZEV applications closed; non-road equipment open |
| New Jersey | NJ ZIP (Zero-Emission Incentive Program) | Vouchers of $15,000–$175,000 for medium- and heavy-duty zero-emission vehicles, administered by NJEDA. | Phase 3 closed |
| Massachusetts | MOR-EV Trucks | Rebates for Class 3–8 zero-emission trucks, declining by voucher block; currently $12,750–$76,500. | Open (Value Block 2) |

Other states fund trucks through Volkswagen settlement money, air district grants, and utility programs. The Department of Energy’s AFDC laws and incentives database lets you search by state.
