Drayage, the short-haul movement of containers between ports, rail yards and nearby warehouses, is one of the best early fits for zero-emission trucks. Routes are short and predictable, trucks return to a yard, and ports and regulators have focused on cutting diesel pollution in nearby communities. This guide covers the rules, incentives, charging and economics that drayage operators should know in 2026.
Challenges include heavy containers (weight affects range and payload), long terminal wait times with the cab heated or cooled, and limited charging near some ports.
| Program | What it does | 2026 status |
|---|---|---|
| CARB Advanced Clean Fleets: drayage requirements | Would have required drayage trucks serving California ports and rail yards to transition to zero-emission | Not being enforced after California withdrew its federal waiver request in January 2025. See ACF drayage details. |
| CARB drayage truck registry | Registration of drayage trucks that serve California ports and rail yards | Check with CARB for current reporting and registration requirements before assuming you’re exempt. |
| Ports of Los Angeles and Long Beach Clean Truck Fund rate | $10 per twenty-foot equivalent unit (TEU) charged on cargo moved by non-exempt trucks; zero-emission trucks are exempt | In effect. Low-NOx trucks registered in the ports’ Drayage Truck Registry by the end of 2022 are exempt through December 31, 2027 (Port of Los Angeles). |
| San Pedro Bay Ports Clean Air Action Plan | Sets a goal of a zero-emission drayage truck fleet by 2035 | A port goal, not a state mandate. |
Other U.S. ports have their own clean truck programs and incentives. Check with each port you serve. For the broader regulatory picture, see the 2026 Regulation Tracker.

Drayage economics depend on turns per day, container weights, electricity rates and incentives. A Class 8 drayage voucher can cut the purchase price substantially, and avoiding the Clean Truck Fund rate adds savings for fleets serving Los Angeles and Long Beach.
