High Priority and Federal Fleets

Applies to any entity that owns, operates or directs the operation of one or more vehicles in California on or after Jan 1 2024 ( High Priority Fleets) AND:

Any entity with $50+ million annual revenue (Nationwide) per preceding calendar year

(or) Any entity that owns or controls 50+ vehicles

(or) A fleet owner whose combined fleet under common ownership & control totals 50+ vehicles

(or) Any federal agency that operates 1+ vehicles in California

California Fleet 

 If a vehicle is operated in California at any time during a calendar year, it will be considered part of California fleet for the entire calendar year (only ‘California Fleet’ is subject to ACF )

California Operation 

 No time or minimum miles requirement = 

“Single truck crossing the CA border single time in a year on duty or off duty”

High Priority and Federal Fleets Compliance Pathways

>8500 lbs vehicle added to a fleet must be a ZEV (Jan 1 2024) :

  • All vehicles beyond useful life must be removed from the fleet
  • Vehicle’s “useful life” is latter of
    • 13 years old, or 800,000 miles (not to exceed 18 years)
  • New/Used ICE Vehicles can be purchased only with exemption and must be CA certified

Fleets can purchase ICE Vehicles as long as ZEV targets are met :

  • New Any new ICE vehicle added to the California fleet must be certified to applicable California emissions standards and emissions related requirements
  • Used Any ICE vehicle purchased for the California fleet on or after January 1, 2024, must have a 2010 through 2023 model year engine or a 2024 model year or newer engine certified to applicable California emissions standards and emissions related requirements.
